She explained his those affected were disadvantaged youngsters who were attending a summer camp which he ran.
The man played a "treat game" with the children, Mrs Prior said, in which he would enter the sleeping quarters when they were getting ready for bed and request they to eat sweets "as fast as possible".
She informed the proceedings Ruben had conducted this practice with the young males "repeatedly", and children had previously become sick the next day.
She stated the defendant had been able to explain this repeatedly as the minors being "overstimulated by activities", until his stepchild had suspicions in summer 2025.
The prosecutor stated further: "In the summer" his stepson had concerns about the activities, for good reason.
"They decided to have a look in the defendant's belongings."
Mrs Prior KC explained items including infant oil, Vaseline and injection devices were located, and his stepson contacted the authorities about his worries.
She stated Ruben went on to play the "sweet game" with six children that time - Saturday 26 July - and they were everyone unwell the next day.
"Law enforcement" had not gone out by that time," she continued.
The police watchdog, the investigative body, had stated that it was examining Leicestershire Police's handling of the incident.
The prosecutor stated the youngsters were having difficulty walking due to being ill, so Ruben's stepson called the law enforcement a second time.
She explained the man then played the "treat game" in a space of five minors.
